Recomendations of PDF tools for editing PDF version 1.6 & 1.7 ?

Hi ports@,
Any reccomendations what tools are best to edit new PDFs please ?
As discussed on another thread on this list, openoffice doesnt build here,
so reccomendations of smaller tools would be nice please.
Ideally native. I dont really want the hastle of linux emulation,
(though rather that than having to boot M$ !!)
I need to edit some PDF files I just got from
http://www.companieshouse.co.uk
& some I will soon get from HMRC (UK/GB tax office)
These 2 arms of British Government decided to use iXBRL to do company
annual returns & accounts. One is supposed to download 1 of 2
PDFs from them, edit localy & resubmit.
"Your accounts data is entered into an intelligent PDF
template, which will carry out calculations and validation
of the data entered. The template is downloaded and saved
to your PC. You can work upon the downloaded template
offline, saving and printing drafts as you go."
FreeBSD-8.1-RELEASE file reports:

System Requirements - Audit Exempt Full Accounts template
You will need to have Adobe Reader software version 9.1 or
later to use the Audit Exempt Full Accounts template. The
system requirements of Adobe Reader 9.1 are listed below
(requirements for later versions of Adobe Reader are available
from the Adobe website).
The accounts template is a very large file and may take
some time to download. Once downloaded response times will
vary according to your computer's Operating System, RAM and
processor speed. It will improve response times if you do
not run any other programmes while you are completing the
