How are [MAINTAINER] patches handled and why aren't PRs FIFO?

Wow, that is cool!

One problem with 23k ports is that a poor
ignorant user (myself) sometimes doesn't
know what is best for him/her. I was fretting
about not having a native Google earth
(I just don't like USE_LINUX=yes ports),
yet here is another brilliant port.

I just wonder why so few submitters on the list:
