Responsible-Changed-Why: 
This is something the emulators/wine port could leverage, but it's beyond
the realm of this port.  Not sure what to do about this, but I noticed
that even the GNU/Linux systems I have available do not provide prelink
by default, and a week or two ago Wine itself was enhanced to work better
also in the absence of prelink.
