/usr/ports/MOVED says:
devel/gir-repository-libsoup|devel/libsoup|2010-11-20|merged into libsoup

So you should be able to delete gir-repository-libsoup entirely.  I did, 
and without any probl&^$#%$#@*^%(NO CARRIER
