[RFC] installing stripped libraries

I've attached a patch against bsd.port.mk, I'm not sure if defining
BSD_INSTALL_LIB or the INSTALL_LIB in the last chunk which is part of
a command that gets executed when HAS_CONFIGURE is defined will
make any difference.
