Well, in the phpmyadmin case, it's because I hadn't realised that needed
fixing.  Unless you enable the suphp support -- which is not how the majority
of people install it -- phpmyadmin doesn't need it's own UID/GID.

I'll raise a PR to fix that over the weekend.
