portupgrade query

By default, portupgrade *does* hold those ports.  
The sample pkgtools.conf file includes a hold section precisely for
that purpose:
  HOLD_PKGS = [
    'bsdpan-*',
  ]

so just put that back in your own configuration and you should be
fine.
