Long-standing portupgrade vs. make config issue

Greetings,

I've been wondering about the following issue that has annoyed me since
I first installed portupgrade:

If I am updating (or installing) a port with portupgrade, the OPTIONS
("make config") are prompted twice, once before configuring the port,
and once when about to install it.

Anyone else observed or cured this? (No, I don't mean "env BATCH=yes ...")
