Upgrading to tcl-8.4.13_1,1 fails

I tried to see if I was still getting the failure in building
lang/tcl84, and the port built without any problems and ran the tests.

The results of the test were:

I didn't uninstall my already installed tcl84, so maybe the tests
require tcl to be installed.
