Most likely your locale setting is incorrect. Most likely correct locale
for you is fr_FR.ISO8859-1 (notice the missing "_" character).

Below is one example showing how to find out correct locale name.

% locale -a|grep "fr_FR"
fr_FR.ISO8859-1
fr_FR.ISO8859-15
fr_FR.UTF-8
