HEADS UP: NI_WITHSCOPEID is not defined anymore.

Hi,

I've committed to disable defining NI_WITHSCOPEID.  It was exists only
for backward compatibility, and getnameinfo(3) did nothing against
NI_WITHSCOPEID since 5.2-RELEASE.
I hope this commit breaks nothing.
