Problem with downloading the libsndfile-0.0.23

Dear Sir:

I want to download the libsndfile-0.0.23 package from
the following address:
http://www.krinc.ru/FreeBSD/ports/audio.html#libsndfile-0.0.23
but after clicking the package it is trying to access
the following link:
ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-stable/All/libsndfile-0.0.23.tgz
and after some while it give message like that "file
not found   550 could not get file size" in Opera, and
in Internet Explorer it gives the message like this
"Make sure you have the permission". so please tell me
how I will download the package.
