There are two errors here.

That's the first. I don't know what it means.
The file in your filesystem (/usr/ports/distfiles/framework-2.4.tar.gz) should
be older than the one on the web-site.
Maybe there's a proxy in the way that stores the old version of the
file for you?

That's the second error. This should be auto-updated in the FreeBSD server.
