port p5-xmltv won't build due to anomaly with p5-XML-LibXML-Common-0.13

I deinstalled and reinstalled libxml2 and that took care of it.

I had previously tried to fix it with portupgrade -f libxml2 and surprisingly 
that didn't fix it.
