FreeBSD Port: neon-0.24.7

I have been trying to install this for about a half a day and libtool  
was not working correctly in the lastest port.  It wasn't finding  
libexpat correctly.  I fixed it by defining USE_LIBTOOL_VER=15.   
Maybe this is something that needs to be in the Makefile so that it  
uses the ports version of libtool?
