FreeBSD Port: ipplan-4.3.2

I follow theINSTALL but the install.php still does not think that it is
a new version.
I have changed the DBF_USER and password to a password that has enough
rights.
And removed the database between reinstall of the port.

Why do I still get this error?


If you see this message, submit a detailed bug report on Sourceforge
including the message below, the database platform used and the steps to
perform to recreate the problem.
