Requesting UID 113 for new port (symon)

Hi,

I created a port for the symon [1] tool, which allows to capture all kinds
of data from a host and produce nice looking graphs :)

However, since it is an OpenBSD tool, it wants to drop privileges and
needs a user account to do this.

The account name is _symon and I'm hereby asking for UID 113, so that I can
create this account on pkg_install.
