PREFIX is being ignored

I'm working on updating the iwidgets port.  For some reason, PREFIX is 
being completely ignored when I try to set it on the cli.

Here's the Makefile as it stands now.  I tried adding --prefix=${PREFIX} \
 
--exec-prefix=${PREFIX}
to the configure options, but it didn't make any difference.

Why is the install ignoring PREFIX when I set it on the cli?
