(strange) .if ${ARCH} == "alpha" style comparations break INDEX ?!

It's because of lacking ARCH variable

Just add proper ARCH=i386 or another arch in /etc/make.conf, that's all.
It probably will be added in system sources to /usr/ports/Mk
