cce2k, the error?

In FreeBSD 5.3, after make and make install, we can
not run the cce2k, the error as follows:

cce -e bash
CCE>Console/X11 CJK Enviroment Version 0.51 (Jan 2004)
CCE>Fatal error: No CGI/SDI found. you can only run
CCE in text console.
**************************************************
