HEADS UP: Ports tree is unfrozen

I've tagged the tree for 5.4-RELEASE.  Thanks to everyone who tested
and fixed ports during the freeze!  We're now in the usual 'partial
thaw' phase until the release occurs, meaning

*** No large or sweeping commits without approval from portmgr ***
