xephem port out of date

XEphem (which is a "license restricted port") is one revision out of
date and since its a remote fetch tarball this is more problematic
than it sounds. [They don't have the version ports requires on their
website]

Let me know if you don't have a current maintainer and if I have time
I'll build a new port for it.
