Ports: devel/svn dies at devel/apr

I just ran into this on a fresh install of the OS.  When I went to
add subversion, it installed the port:  apr-nothr-db4-1.0.0

and then it stopped saying "devel/apr" was not properly installed.
I built it WITHOUT_NEON=yes, if that is significant.
