I just did a make fetch, and it's available from there :
ftp://bioinfo.weizmann.ac.il/pub/software/perl/CPAN/modules/by-module/URI/

anyway, in case you can't fetch it, it should be available there :

ftp://ftp.freebsd.org/pub/FreeBSD/ports/local-distfiles/mat/ in a few hours.
