There seems to be something wrong with pkg_add on RELENG_5:

If you are tracking the RELENG_5.There already exists the directory
"packages-5-stable" on the server, You can fetch ports from there with a
command like:
# pkg_add -r
ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-5-stable/Latest/rc_subr.tbz
