There seems to be something wrong with pkg_add on RELENG_5:

% uname -a

% cat /usr/src/usr.sbin/pkg_install/add/main.c | grep 503
        { 503000, 503099, "/packages-5.3-release" },
        { 503100, 599000, "/packages-5-current" },


If you are tracking the RELENG_5.There already exists the directory 
"packages-5-stable" on the server, You can fetch ports from there with a 
command like:

# pkg_add -r  
ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-5-stable/Latest/rc_subr.tbz
