ports/63983: Maintainer update: database/mysql-gui (still broken)

as I said in the PR, my knowledge in C++ is somewhat bad.
at least, please, commit the MAINTAINER and BROKEN variables
in the top level Makefile.

if nobody handle this port w/in a month, feel free to kill it,
I will not maintain it anymore. thanks in advance.
