I have a program that would be perfect for your situation. Its located at
http://portmanager.sourceforge.net

To get the equivalent of portversion -v you run portmanager -s.

Portmanager does not require the INDEX or INDEX-5 files to give you
the status of installed ports, instead it compares the installed ports
with the ones listed in each port's Makefile.
