FreeBSD Port: chpasswd-2.2.1

I am using chpasswd like so
 
/usr/sbin/chpasswd < pass.txt
 
The weirdest thing is going on!
 
It changes the password, but let's say this
Current password when checking email is:
cbipass019
 
Then I change the password to:
cbipass018
 
Both passwords work!! 
Even if I try cbipass000
 
If I change it to
cbipass999
it does not work!
 
What is going on?
 
If I use passwd it all works fine!
