exclude packages in pkgtools.conf

I was possibly very verbose and confusing. I'll try to restate.

Can I specify that a port can be uninstalled by pkg_deinstall only
if I specify the name explicitly and not as part of -R or -r? I
would not like to use --exclude everytime.
