Regarding failures of portsdb -Uu after using a refuse file, I've found getting things to work seems possible if you refuse (say) /ports/japanese and then completely remove /usr/ports/japanese rm -r /usr/ports/japanese then portsdb seems to work ok. Note leaving even an empty top directory still makes portsdb crash.
