mod_php4 and php4-cli

I'm installing mod_php4 and have edited the Makefile to change it from
WITHOUT_CLI=yes to no. However the port still does not install the CLI, as
this is an option that I require.

Is there a way to install the CLI with mod_php4 or do I just have to install
the port in lang/php4-cli.

I am running FreeBSD 4.9 with Apache 1.3
