The distinction between the two isn't entirely clear in the Porter's Handbook.
By this I mean, from .../porters-handbook/porting-restrictions.html:

> Set this variable if the application's license also forbids us from

> Also set this if the application's license has general restrictions on who

The last sentence very much seems to apply to this case! :-)
