graphics/py-opengl fails to install

I remember having the same problem some time ago; IIRC, a workaround is
to install the tcl83 port and change the post-install target in
py-opengl's Makefile back to
"${LOCALBASE}/bin/tclsh8.3 ${WRKSRC}/register.tcl".
That's not really a solution, but I haven't used the port for a while
and never looked into it any furter.
