Broken openssl (shared extension) in PHP4 port

Any chance to include openssl module static in php again instead of shared 
module, because openssl support in shared extension is broken in PHP4 and 
will never be fixed.

As a result I cannot use IMAP-SSL with squirrelmail or SSL support in any of 
the network functions:
