install php from ports problem

Like it says -- set the system clock correctly. You seem to be running
with the system clock set back to some time in 2003 -- that must be
the case, since 4.9-RELEASE-p4 only came out four weeks ago, and you
appear to have compiled it last November.

Not having the right time set on the system clock will cause all sorts
of upsets to ports and other make(1) based systems where a fundamental
part of the operation is comparing the timestamps on files to see if
they need to be processed.
