I fetched cyrus-sasl-2.1.15.tgz from ftp.FreeBSD.org, and it doesn't
have +INSTALL nor +DEINSTALL.  So, I made cyrus-sasl-2.1.15.tgz
locally, and I can see these files in the archive.

ume at lyrics:17% tar tvyf ~/tmp/cyrus-sasl-2.1.15.tbz|grep INSTALL

What makes such difference?
