First, systemload-plugin-0.3.3 has been committed yesterday, but I
don't think that will change this behaviour. The reason for what
your seeing is that reading swap information under 4.x is done by
reading /dev/kmem (opposed to a sysctl under 5.x). To access kmem
the process requires the kmem privilege. Since the xfce-plugins
operate as shared objects inside the xfce-panel plugin this would
require to give the xfce-panel executable suid (sgid might actually
be sufficient) kmem privileges.

I you are willing to test if giving the xfce-panel sgid kmem
priviliges fixes the problem I am willing to update the port and
state this procedure as a w/around for 4.x users.
