ImageMagick won't install

Trying to install ImageMagick (on 4.8-RELEASE-p3) with some fairly  
minimal options.
Gets down to the output below and stops with /usr/libexec/ld-elf.so.1:  
Shared object "libintl.so.1" not found

Any suggestions?
