Xfce4 back with the broken window controls

Dear,

Xfce4 is having a strange problem. When I restart the system it does not return
with the screen as I left it. Back with the broken window controls. See the
attached image. The window appears above the application bar and without the
title bar, with the controls not working.

It only works again when I use the command below:

rm -rf ~/.config/xfce4
