Update to sysutils/fusefs-ifuse to 1.1.4

sysutils/fusefs-ifuse: Update to 1.1.4

Convert CFLAGS/LDFLAGS to USES=localbase.
Pet portlint(1).

Poudriere build tests:
11.4-i386: OK
11.4-amd64: OK
12.1-i386: OK
12.1-amd64: OK
13-current-amd64: OK

Run tests:
iPhone X (iOS 14.3): works
iPad Pro 10.5 (iPadOS 14.3): works
