Make matomo.js and piwik.js writeable.

Executing a system check in matomo tells you that the matomo.js and piwik.js
file should be writeable by the user running it (www):
`.../index.php?module=Installation&action=systemCheckPage&idSite=1&period=day&date=yesterday`

The attached patch make these two files writeable.
