License fix

According to upstream [1] the license for picodrive is "MAME License". 

MAME License is like a BSD 2-clause license but with the requirement that
source must be redistributed if changes were made and a special non commercial
clause:

"Redistributions may not be sold, nor may they be used in a commercial
product or activity."

So we need to adjust LICENSE_PERMS to make sure the packages won't end up on
any CD/DVD media which might be sold.
