Update to 26.4.8

Passes portlint, poudriere for 11.4-RELEASE, 12.2-RELEASE, 13.0-CURRENT.

Includes Makefile changes from
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=252604 to use cmake instead
of scons.

Removes patches
- files/patch-galerautils_SConscript
- files/patch-galerautils_src_gu__byteswap.h
- files/patch-galerautils_src_gu__crc32c__arm64.c

which were included in the upstream.
