Update to PowerDNS Recursor 4.4.3

Q&A:

Reworked the rc.d script to make use of /usr/sbin/daemon for two reasons:
1) pdns_recursor will be restarted if it dies,
2) changing socket-dir in the config directly effects where the pidfile is
stored (no way to change the location in the config or via cli arguments; it
uses the socket-dir setting). So now daemon sets the pidfile.
