Runtime Environment

    Operating system and version: FreeBSD 12.1-RELEASE-p10
    Terminal emulator and version: urxvt & xterm
    Python version: 2.7, 3.5, 3.6, 3.7, 3.8
    Ranger version/commit: 1.9.3
    Locale: en_US.UTF-8

Current Behavior

In FreeBSD only, there seems to be a known issue with Python and UTF-8.

Ranger displays all UTF-8 characters as either invisible or jumbled symbols.
This is true both when previewing files and using the DevIcons plugin (all
icons are invisible).
Expected Behavior

Visible UTF-8 characters and glyphs.
Context

Tried to set up DevIcons and noticed the problem.
