Patch to update security/sssd to 1.16.4

Here is a patch to update sssd to 1.16.4 (from 1.11.7_22) that seems
to work on my system - YMMV.

I "borrowed" the timezone fix from sysutils/fluent-bit with cut-and-paste -
should have done a neater job with that really ...

This is based on the patch from Rick in Comment 20.

I've also using a patch for ldb15 to get it to ldb15-1.5.8 so that Samba will
compile with SAMBA4_BUNDLED_LDB=no ...

Will try to update to sssd 1.16.5 soon.

PS: I'm only using LDAP and have not tested much.
