Cassandra 3.11.8 update with Python 3.6+ support

Hmm, if I understand [1] correctly, Cassandra 3.11.x is able to use Python
3.6+. Because of this, I tried to build with 3.6+ instead of 2.7 and it builds
and installs fine. 

Could you please try my attached patch with Python 3.6+ support and report
back?

BTW: make tells about two REINPLACE_CMDs, which seem to be NOPs:
