Patch for pcre2

Update to 10.35
Use CMake instead to GNU Autotools, removes need for patching and simplifies
Makefile slightly.
Update MASTER_SITES and remove stale/outdated mirrors
Remove STACK_RECURSION, obsolete as of 10.30

Tested on FreeBSD 13.0-CURRENT r360454 (make test) both static and shared
successfully.
