Hey,

I tried to make a Galera Cluster work with garbd. But unfortunately it is not
possible to start garbd via the service command and pass a config file. So I
propose a rc.conf option with this "PR" called garb_conf_file, which offers the
possibility to configure the garbd config location.

Please find attached the diff of my PR.
