After upgrading from 11.3-RELEASE to 12.1-RELEASE, the lang/gcc9 build started
failing with:

I have poudriere logs (URL/attachment available upon request) from the last
successful build under 11.3 (2019-09-22, 9.2.0) and all failed builds starting
as of 12.1 (2019-11-16, 9.2.0). ALLOW_MAKE_JOBS is not enabled, and gcc9 does
not appear in ALLOW_MAKE_JOBS_PACKAGES.
